What is the Qualified Medicare Beneficiary (QMB) Program?

The Qualified Medicare Beneficiary (QMB) program was created to eliminate coverage gaps in Medicare by removing out-of-pocket costs for Medicare-covered treatments. The QMB program assists low-income Medicare recipients by covering premiums, deductibles, and coinsurance.

What is the Specified Low–Income Medicare Beneficiary (SLMB) Program?

Only the monthly Medicare Part B premium will be covered by the SLMB programs.

What is the Qualifying Individual Program (QI)?

Only the monthly Medicare Part B premium is covered by the QI program. The income restriction for QI is greater than for SLMB, but the benefit is the same.

  • The QDWI program will cover Medicare Part A premiums on a monthly basis. You may be eligible for a program that helps pay your Medicare Part A monthly premium if you are under the age of 65, handicapped, and no longer qualify for free Medicare Hospital Insurance Part A because you successfully returned to work.

To be qualified for QDWI, you must meet the following requirements:

-Continue to suffer from a debilitating condition;

-Enroll in a premium Hospital Insurance (Part A) plan;

-Having assets worth less than $4000 for an individual and $6,000 for a couple, excluding their primary residence, one car, and certain insurance; and

Who is eligible for these programs?

If all of the following conditions are satisfied, Medicare recipients are eligible for these programs:

  • You must be a United States citizen or legal resident of Georgia, and you must be enrolled in Medicare Part A or eligible to enroll in Medicare Part A.
  • If you are qualified to enroll, you can engage in these programs even if you are not already covered by Medicare Part A or Part B. You must be a U.S. citizen or a permanent legal resident for at least five years and be at least 65 years old or handicapped to be eligible to enroll.
  • You don’t go above your asset limit.
  • A single person can have no more than $7,390 in liquid assets ($11,090 for a married couple) in the Medicare Savings Plans programs. Some assets, such as your home, a vehicle, an irrevocable burial account for you and your spouse worth up to $10,000 each, and life insurance with a cash value of $1,500 or less, are not considered.
  • You must have a limited income.

How do I apply for these programs?

  • You simply need to fill out a little application form to apply. If the eligibility worker has any questions, they can ask for more information. For an application (form 700), contact or visit your local DFCS office, or apply online at www.gateway.ga.gov.
  • An application for the Low-Income Subsidy (LIS) or Extra Help with the Social Security Administration is now also an application for the MSP programs, as of January 1, 2010. You no longer need to fill out a separate application to apply for help paying your Medicare premiums as of January 1, 2010.
